On Tuesday, the Ukraine situation worsened as Russian soldiers increased their shelling, causing a shortage of food, water, and medication. On Monday, both parties had their third round of talks. The negotiations are said to have been generally fruitless, but a top Ukrainian official claimed to have made some, vague progress toward the establishment of safe passageways for civilians.
