According to the White House, President Joe Biden is not seeking a change in Russia’s regime.

“The President’s message was that Putin cannot be allowed to wield control over his neighbours or the region,” a White House official clarified. “That is not for Biden to determine – the president of Russia is elected by Russians,” the Kremlin said.
